Jack Kelley, Special Agent, AFOSI (Retired)

 Jack Kelley retired as a Special Agent with the Air Force Office of Special Investigations in 1990.  During his career he conducted various types of investigations to include counterintelligence, homicide, fraud, narcotics and other major criminal cases.  He also conducted security investigations providing protection to federal resources, facilities and personnel.  Additionally, he conducted technical surveillance countermeasures (TSCM) surveys, provided personal protection to high-risk personnel and conducted antiterrorist operations.  He conducted operations in the United States, Europe, the Far East, Latin America, the Caribbean and Australia.  After his retirement, he was a corporate technical security manager under contract to the Department of Energy (DOE) for five years.  His office was selected as the outstanding security office within DOE.  In 1995, he moved back to Kansas and established a private investigations business, C.E. Kelley & Associates.  Kelley has provided investigative support to the Kansas Death Penalty Defense Unit, Northeast Kansas Conflict Office, a Kansas Grand Jury, numerous criminal defense and civil litigation attorneys, and corporations in eastern Kansas.  He is a charter member and was on the board of directors for four years of the Kansas Association of Licensed Investigators.  He is also a member of the Association of Former OSI Special Agents, the National Council of Investigation and Security Services, and Intelnet (an international association of investigators).  Kelley has a Master of Business Administration (MBA) in accounting and finance and a second emphasis in international business.  He has maintained a federal security clearance for the last 38 years and it is current.  He has been a licensed private investigator in the State of Kansas since 1995 and is insured.  He is qualified and licensed to carry a concealed weapon.  Kansas License D-064/F-064.

Who We Are

C.E. Kelley & Associates Investigations was established in 1995 in southeast Kansas by retired Special Agent Jack Kelley.   After a career spaning 20 years with the federal govenment and five years in corporate security, he decided to move back to the area in Kansas where he was raised.  C.E. Kelley & Associates focuses primarily on support to criminal defense and civil litigation attorneys, but is also equipped to provided investigative support to corporations and individuals.
